Level 3 Award in Intermediate Fire Risk Assessment

Introduction

This course leads to a nationally recognised, regulated qualification for those working in the Fire Risk Assessment industry, and who work predominately in medium-risk buildings.  (It will by default also cover working in low risk buildings).

This qualification is based on the skills, knowledge and behaviours outlined in the Fire Sector Confederation Benchmark Standard for Fire Risk Assessors, and the draft British Standard BS 8674 Built Environment - Framework for Competence of Individual Fire Risk Assessors - Code of Practice

Course Summary

Course Length: 100 hours Total Qualification Time (TQT) inc. 50 Guided Learning Hours (GLH)

Teaching Method: Five day in-person course delivered over five consecutive days

Assessment Method: Professional portfolio to be completed, with support, following the classroom session

What will I learn on this course?

Course Content

The course is delivered over five days with each day incorporating a series of seminars. Each seminar includes a technical lecture followed by an activity (undertaken individually or in groups), and delegates also benefit from immersive technology within the classroom and hands-on demonstrations of materials. The course is structured as described below:

Day 1 – Fundamentals of Fire Risk Assessment, comprising four seminars:

  • Seminar 1: Definitions and Case Studies

  • Seminar 2: Fire Risk Assessment Legislation

  • Seminar 3: Fire Risk Assessment Theory

  • Seminar 4: Critical Information for undertaking an FRA

Day 2 – Fire Science and Design, comprising four seminars:​

  • Seminar 1: Causes of Ignition and Fire Spread

  • Seminar 2: Building Design and Fire Strategies

  • Seminar 3: Active Fire Protection Systems

  • Seminar 4: Passive Fire Protection Systems

Day 3 – Fire Risk Assessment Practice, comprising four seminars:

  • Seminar 1: Fire Risk Assessment Guidance

  • Seminar 2: External Wall Components and Surveys

  • Seminar 3: Suitable and Sufficient Control Measures

  • Seminar 4: Working and Developing as a Fire Risk Assessor

Day 4 – Fire Risk Assessment Consultancy, comprising four seminars:

  • Seminar 1: Project Planning and Management

  • Seminar 2: Client Communication and Aftercare

  • Seminar 3: Individual Activity Pt.I

  • Seminar 4: Individual Activity Pt.II

Learning Outcomes of the Course

Upon successful completion of this course, learners will:

  • Understand legislation and guidance relevant to fire risk assessment of medium-risk buildings..

  • Understand the principles of fire risk assessment for medium risk buildings.

  • Understand the control measures used to reduce the risk of and from fire.

  • Understand how to develop own and other’s knowledge of fire risk assessment.

  • Prepare to carry out a fire risk assessment in a medium-risk building.

  • Conduct a fire risk assessment of a range of medium-risk buildings.

  • Communicate effectively with relevant stakeholders while carrying out a fire risk assessment of a medium-risk building.

  • Demonstrate appropriate and professional behaviour.

What is a Medium-risk Building?

The qualification relates to medium-risk buildings which may include but are not limited to:

Residential buildings occupied by less than 50 persons who may include temporary or transient residents who may be unfamiliar with the building, or residents who have some impairments; or retail and commercial buildings occupied by less than 100 staff and the public; and is,

  • Less than 7-storeys in height above ground floor level and has no occupied basements;

  • With internal travel distances of less than 60 metres;

  • With no abnormal hazards;

  • With a floor area of less than 600 square metres; and

  • Constructed of Traditional, or lightweight timber frame, or External Wall System.

Entry Requirements

There are no formal, academic entry requirements for this qualification, however. Candidates must be employed in a role, or enrolled on a training course, that will provide them the opportunity to carry out fire risk assessments in a medium-risk building.

Candidates must be at least 18 years old on the day that they are registered for the qualification.

Progression

Candidates who complete this qualification may progress, once sufficient interim experience has been gained, onto the Level 04 Award in Fire Risk Assessment of High Risk Buildings, or the Level 04 Certificate in the Management of Fire-Risk Assessment.
